DSC (digital selective calling) allows the radio to transfer information digitally, including a digital distress alert to the USCG. If you plan to visit or communicate in a foreign port including Canada, Mexico, Bahamas, and the British Virgin Islands you are legally required to obtain a Ship Station License from the FCC. The FCC will need to issue an appropriate MMSI with the License.
Recently it has been approved for individuals to get an MMSI for a Handheld Radio registered to the individual NOT a vessel. This registration is handled by the FCC.
